What would make my steering wheel surge left and right? Even does it a little when not moving. Real sporadic, it will be fine for a while and then just start pulling left and right out of the blue.

Add some Lucas Power Steering And Stop Leak. It just does not stop leaks but also fixes problems like you are having with your power steering. To remove some fluid from power steering pump use something like a turkey baster. I am only recommending this because a friend of mine had the same problem added Lucas and problem went a way instantly.

Check the hoses on your power steering pump. they may be swollen and restricted causing the pulsing.
