How do I unlock my seatbelts?

After I hit a bump my car completely shut down. Since then, my seatbelts
(passenger & Driver) have been locked. The airbags attempted to deploy then
realized the shock was not a crash and stopped deployment. The SRS light
came
on and has been on since. The side panel kind of popped out, just a little bit. I
brought the car to the closest shops that was around so they could do a
diagnostics. The following code was given to me U0416-68 (0-0).

I have a 2017 Honda Civic EX.

You need to have Honda take a look at your car. Airbags cannot start to deploy and then stop.
