The inner door panel has to come off to see what is hindering the window from fulling coming up. Most probably a faulty window regulator, and would need replacing. Depending on how handy you are, it could be a simple fix. Is your vehicle still under warranty?
Nothing is hindering the window, it goes up fully, but continues to come down again, about half way. So it appears the motor is doing what it supposed to do but does not disengage quick enough. Does that mean the windows regulator is faulty, & if so, what's the price for a new one?
If the motor is running, I would suspect the regulator, You will need to remove the inner door panel to verify. The average price for a regulator for your car is $200 since you have to use OEM at this point of the car being newer.
You may still have warranty coverage!
My driver's side window won't always go up all the way, on its own, either. I have to put a little tension on the window on its way up. I'm way out of warranty with 2017 Forrester.
