Sounds like your thermostatically controlled (as the spring tightens due to heat, the fan spins more) fan is broken. It would be better to just change it to a mechanical fan that way if the motor is turning, the fan is drawing air thru the radiator. Make sure you install the fan shroud as well. In some cases I would say add an electric fan to the front of the radiator, but they can die without you knowing about it and your right back where you started. Summit Racing or any local auto parts retailer could help you with that.
