1967 El Camino car repair

I have a 1967  El Camino and my gas tank builds pressure in it only when I
park it on a driveway with a small incline, I have tried several different vented
gas caps, and I have blown through all the hoses, and there were no clogs
preventing the gas tank from breathing. If anybody knows how to solve this
can you please let me know.

Clearly it is a venting problem. If the gas blocked a vent when on a slope I would expect the pressure to push gas out.
