Fuel gauge/sending unit

When I fill my car up, it only goes to 1/4 tank, after
awhile it'll move down to E when I'm about out of
gas.... I think... I tested the gauge, gets 12volts and
I can move the needle all the way up to full, and
back to empty with a multimeter. Tested my new
sending unit, read about 55.9 ohms, which is about
half a tank I put it, 0-90 sending unit BTW, when
testing the ground on the sending unit, by
disconnecting the positive, my gauge goes up to
full? It should be E. Is it possible there is a short
somewhere? Do I need a new gauge?

Gauge should go overfull when disconnecting sender wire and empty when you ground it. Thats a real flat tamk If I remember right the float on the sender may be stuck, double check the tank ground.
