2018 S90 Volvo airconditioner/heat not right

In summer can run air at max and never gets
cold enough so always running it at max
speed, now winter, maintain the temp at 65
degrees and it is almost too warm. I feel the
gauge is off by about 7 degrees. Dealer says
nothing wrong cause they feel heat and cold
coming out of vents. Thoughts? Just not
pleasant to drive in summer, can deal with it
in winter

Vehicle being that year most likely cause for not getting cold enough is a bad expansion valve.

So, the dealer plugs his diagnostic in, then claims it’s fine. Would the diagnostic test tell if the expansion valve doesn’t work? Once they feel cold air, they claim it’s just fine
