I was driving in the rain when my car
started hydroplane  at 70 mph when a

Consider yourself lucky you didn't hurt yourself or others. Airbag deployment needs certain cases in deploying, like acceleration and location of impact. Most sensor are located in the front bumper for frontal collisions to keep you from going through the windshield and are not meant to deploy with just a rear collision. If you are asking if the airbag system was at fault, I'm pretty sure that isn't the case.
