can't move car. need to shift into nuetral

2003 kia spectra. my car won't start,mostly likely the fuel pump, I need to move it but it wont go into nuetral, how do you get the shifter into nuetral to move the car backwards with the car not running? The car was running then I turned on the heater blower and it died out. The last person who worked on this had a wire jumped from the fuse panel to the Ac button and the heater dial (hot/cold temp dial), I replaced the bad heater fuse which is all he had to do instead of jumping it with a hot wire, but now the fuel pump fuse it blown and can't get a positive test from it, so I think it's grounding out now. I need to move the car but can't because you need it running to disengage the shifter, but don't know how. help

turn key to the first click then put shifter in "n" and push car

mi kia espectrar solo camina hacia delante , lo pongo e neutro sigue hacia adelante lo pongo retroceso y sigue hacia adelante que puedo dicen que es trasmicion pero es mi costosa para mi ,soy desabilatad recibo cheque del gobierno y no tengo el dinero que me piden por favor ayuda de consejo gracias
