what is the cause of negative camber

i changed the struts on my windstar and the left front wheel is tilted in at the top causeing the the bottom strut housing to rub the inner part of the tire

You will need a wheel alignment.

When changing struts an alignment is always required. Did you get the correct struts and are they installed correctly? Are the tires on the Windstar the correct size?
