why does my vans lose rpms and then regain them quickly causing loss of power uphill

my 2000 mazda mpv will lose power and the rpms will drop and then
bounce back up intermittedly but espicailly while climbing hills. i can turn
the car off and let it sit for a minute and it will run fine but only for a while
then problem resumes.  there is a noise that seemed like it was coming
from inside the gas tank that matched the revving sound i heard as the
rpms jump up and down while i was driving. any ideas

first thing to do is...change your fuel filter.....
