My friend just did a tune up on my car. Everything went fine
but when turning on the car the engine light is on and msg in
my car said service tire monitor. Also,  he did not disconnect
the battery when he was working on the car. Is this a problem
with programming,  does it need to be reprogrammed. Like
when you replace the ignition on a cadillac it requires
reprogramming for example.

Check to see if you have a low tire, if not there may be an issue with the system or one of it's sensors. It is always a good idea to disconnect the battery when working on anything electrical.
