2008 avalanche battery gauge isnt reading low them back up? high

My 08 avalanche battery gauge is reading low at
10 volts but when I turn on my headlights it brings
it back up at 14 volts. Got a brand new battery for it
and battery and alternator got tested and there
coming out good . What could this be?

Could be a bunch of things, but I'd check that all the various grounds are clean and tight.
