Window rolled up but refuses to go down

My passenger side window stopped working and I assumed it must be
a dead motor.  I bought a new window + regulator and installed
it.  When i turned the car on the window rolled all the way up
without any switches being pressed and refused to come down.
whats the best way to diagnose this?  Thank you

Voltmeter or light tester on power button
