1999 Mitsubishi Eclipse miles unknown keeps
pushing the oil dipstick up have oil in it now routers
real bad and seems to not want to stay running, car
was running great until I hit about 6800rpm and
started rattling got it parked and seen the dipstick
was up about an inch and oil all over the hoods
inside!

Check the PCV valve and breather. The PCV system takes crankcase gases created by churning oil and cylinder blow-by and directs them into the engine where they are burned along with the air/fuel mixture. This keeps harmful emissions from entering the air we breathe and prevents the buildup of crankcase pressure. The PCV valve regulates the flow of these vapors. A clogged valve can cause pressure buildup, which can in turn cause gasket failure and oil leaks, and also cause sludge buildup, which occurs when moisture remains in the crankcase and contaminates the oil.

just had a fellow come look at it and the oil is not coming out of the dipstick it looks like it's coming out of the block underneath the dipstick you can't figure out where its coming from but it's blowing out from underneath I don't know if there's an oil hose or any returns that are down there he's thinking there's a hole in the block?

No likely a hole in the block. If anything it is in the area of the oil pan gasket. But if the engine is building up pressure like I described, its gonna blow oil from its weakest point. Dip stick coming out some is a good indication pressure is being built up.
