My brand new 2019 Subaru Outback makes a
low volume buzzing noise at 65 - 70 mph.
Sounds like it is coming from the right side of
the dash, but I'm not positive.

You brand new Subaru needs to go to the shop and have a diagnosis of this sound made under it's warranty.
