What is the cause of 97 ford explorer front electric window motor cycling but the windows will not come down?

The motor cycles when the power button is pushed but the windows will not go down. I had to manually raise the windows while pushing the power button.

Sounds like maybe one of the track cable guides have worn out.
The electric motor which raises the window is probably weak. If the window goes down, but not up, that is probably the defective part. When the motor is going bag you can sometimes lift up on the glass with your fingers while pressing the button and you can feel the motor assisting when you are pulling. At any rate, removing the door panel will allow you to see if any of the tracks are defective. Replacing the motor is not difficult. You will have to drill out two rivets holding the window motor in place and replace them with one half inch machine screws with nut and lock washer. Usually the slotted head of the screw has to be placed to the inside facing the glass so the screw does not interfere with the movement of the glass.
