The swirl control valve controls the velocity of air entering the intake depending on the needs of the engine, whether it is at idle or highway speeds etc. its job is to essentially maintain the best fuel economy for the situation. if the position sensor is malfunctioning then the ecm is unable to control the valve properly and you will get a code.
