Does the passenger seat on a 2002 Nissan
cefiro/maxima a33 go up and down just as the
driver seat?

No it doesn't. The only adjustments for the powered passenger seat are fore and aft movement plus rake. The height of the seat bottom is fixed unlike the driver's seat.
