Help with unknown wire

I have issues with poor engine performance and replaced. Maf, spark plugs,
gaskets and and valve. Looking at manifold issues now. I removed my intake
manifold and found this wire frayed. Could this be my issue? What does this wire
do and can I repair or replace?

It looks like it goes into you steering rack. It may be for your power assist what gauge is it? Being a hybrid it probably has electric power steerimg.

You both rock! Thankfully the wires were not damaged so I just recovered them. A follow up is this piece something that stabilizes the engine? I cannot remember where I took this off but have been experiencing some rough idles now. I have plans for new fuel injectors but didn't know if this was a vital item.
