2009 Camry Hybrid - Cold air on passenger, only hot on driver

In my 2009 Camry Hybrid, I can only get HOT air out of the driver side vents while the passenger side vents blow the correct COLD. Any advice would be appreciated.

Can I access the doors without removing the dash? I believe I have seen 2 actuators but unsure if they are the correct ones. Any diagrams?
