why do you need your heater to work in the middle of summer. it makes little sense to me why that is an issue when the reservoir is bubbling hot. First, are you using straight tap water? bad move. Use coolant that is designed to withstand heat. Secondly, you might have an issue with coolant temperature sensor. Research it's location.

Check your oil and coolant. I bet you have coolant/water in your motor oil and motor oil in your coolant/water. I discovered this after experiencing the same issue. Since I replaced my head gaskets, all is well.
