1996 Pontiac Sunfire

Drove through a flooded road, the car mad noise, cutt off on its own, and
started smoking under the starter. Noticed the wired from the positive to the
starter was melted. Replaced it and the battery, only lights come one and
hear a noise.  Doesn't sound like it's trying to start or the alternator. My son
suggested that I buy a new starter.  Do you think his assessment is correct
and how much are the tools?

You probably killed the starter motor or the solenoid that engages the motor with the fly wheel. Basic wrenches and/or sockets are all that is needed.
