instrument panel lights will not turn off

changed battery, reset digital clock minute light keeps blinking and instruments lights
(odometer,speedometer,clock) won't go out when engine turned off and the battery dies, the digital
clock stops blinking when car is moving but blinks again as car stops moving but engine still running

Hi Have you tried the main light switch-have changed quite a few
