1999 Lexus ES300 will not start after setting for 9 months.

I  put starting fluid in and it almost starts (about 30%) of full start. Not like a
full start and then dies because of no fluid.   and if I continue for about 5
seconds it tries again but will not. almost like a flood situation.  If I quickly
press the pedal it chokes it out.
I checked the oil and it's full
The battery was disconnected the 9 months.
I tried to disconnect the negative post and waited about 20 seconds did not
help.
I put about 2 gals of  gas in the tank but the fuel guage does not move any
like the guage does not work. It is about 1/4 inch below empty. on the peg
never moves , shows no life.

I found the fuel filter. Cant' remove the top hose connector. It has a clear plastic depression button on top which I can press down but it does not come off. The fuel pump has a hum to it. I will get gauage and test pressure. I sprayed starting fluid into the breather and got on the mass air flow. Would that cause a problem. Also the gas gauage isnt working after putting 5 gals of gas in it. I checked all the little fuses and all are good.
