There's really nothing you can do to improve the handling of these wonky Foresters short
of lowering them (as they're just raised Imprezas) and using better tires on 16-17" wheels.
(Don't use 18".)
I'd spend short money on fatter anti-sway (stabilizer) bars instead of pricey coil-overs to
reduce roll and pitch. Forget about power mods; those came with VVT cams and a better
2.5i DOHC much later on.
There's much more success available with a comparable-price but wider, longer, and
lower Legacy Sedan, as the Forester has an inherently wrong "aspect ratio".
