how can i get to the fuse box under the rear seat of a 1988 bmw i735 il?

Try removing the lower back seat this way. Sitting inside the back seat facing the rear seat, knee into the middle of the rear seat and try to remove it from the hooks or bolsters that hold it. Kneeing into the center should allow you to pull on either end and lift the rear seat cushion out to access your fusebox.
