frame damage or rust problem

Have an auto body shop or mechanic inspect it. That way you will know it is safe to drive and if it cost effective in repairing or just scrapping it. Toyota did have some recalls in the past concerning frame rust and rot on Tacoma's of other year models. You could try having a dealer look at it as well. But my guess is you will only get some money towards a new truck and not a full replacement.
