My seat belt light stays on and the belt won't come out of the seat? what will it take to fix that?

Can you elaborate on your question, I'm not sure what you mean by the belt won't come out of the seat.

I am unable to use the seatbelt. It comes out of the top of the back of the seat..but is locked- and I cannot pull it out. The dash light usually stays red- and sometimes the light does go off,,but still cannot get the seat belt out to use it. both driver side and passenger side are like that,

It requires power to release the seat belts. Its failsafe so in an accident they local. Check the fuse marked seatbelt. I think its #16.
