Most likely it didn't have seat belts at all or lap belts were optional. Lap belts did not become mandatory until July 1, 1966 for the 1967 model year new vehicles. Front outboard shoulder straps did not become mandatory until January 1, 1968. Before then many automobile manufacturers offered them as extra cost options. Hope that helps! Jim
