Jetta 04 wagon windows don't work and locks don't lock is there a fuze that covers these?

when I lock the doors  the locks just go back to unlocked   and when I try to open or close the windows they don't move. The horn started to blow ,alarm, when I try to open the hood and when I opened the door. Is there a connection that makes all three events to happen?
All fuses seem to be OK.
Where is the relay box? the one under the hood on the fire wall does not seem to be the right one for the windows

Thanks I have one in hand now to get it in the door. It looks like it will take a bit of dooing to get it in.
