Should oil be changed after one year even if only driven 4,000 miles?

No you don't need to, but I'm old school I like to change my oil every six thousand miles or every six months which ever comes first...

As long as you start and drive the car every so often to keep the bearing surfaces lubed, and check the oil on occasion (for proper level and contamination) you should be okay to change it based on mileage, although I'm also an old-school guy like Cometguy, I tend to change oil in an older low-use vehicle at about the same schedule, if only to ensure the engine hasn't developed a leak somewhere leaving my engine sitting dry.
