Cigarette lighter shorts out when I plug in a car charger

I plugged in a new car charger into my cigarette lighter and the cigarette
lighter stopped working.  I plugged the same charger into a friend's lighter and
his also stopped working.  Obviously it's a defective charger, but how do I fix
the problem?  Is it just a blown fuse?  If so, where is this fuse located?

Blown fuse, you can refer to the owner's manual for its location.

Replace the 15 amp fuse. Check the owners manual there are more than 1 fuse box. Fuse is located in the fuse box on the lower left side of the instrument panel.
