2000 GMC Sierra seems like in 4WD, but isn't. Any ideas?

2000 GMC Sierra, 5.3 engine, 110,000 miles.  While making a turn, my front
tires scrub the pavement or just slide on ice/snow, making it impossible to
make a tight turn.  Selector is in 2 WD and front wheels DO NOT spin in
Drive, while on the rack.  But it feels like it's in 4WD, but isn't.  Any help
would be appreciated.  By the way, I DID replace the front end actuator
already, and it didn't solve the problem.

Jack the front end off the ground and block for safety, grab the front driveline and turn it, if the front wheels turn then the pumpkin actuator pawl is stuck in active position and you may need a front differential overhaul.
