What would cause poor air flow out of 4 of 5 air vents in 99 Jeep Grand Cherokee Limited?

I have a 99 Grand Cherokee Limited / dual zone climate control. Air flow out
of driver's side CENTER vent is great. But, air flow out of passenger side
CENTER vent, driver's left vent and both passenger side vents has really
poor air flow. Just replaced blend doors and they work great but still weak air
from 4 of the vents. Blower motor appears to work normally. So, what would
cause the air to blow normally out of just one of the 5 vents??

Yes - air is coming out at the floor and defroster. Is it a recirc door issues that's causing it? I took the blower out to look at the recirc door, and it doesn't appear to be broken. And just today, I noticed that the blend door actuator/motor is attempting to move slightly back and forth, even when the HVAC system is OFF! So, not sure if I screwed something up when replacing the blend doors, but before I sealed everything back up, I of course checked to make sure the blend doors were traveling up and down to their full capability, which they were. And now, the actuator doesn't seem to want to stop moving, unless the truck is completely off.
