01 forester mil light will not come on

had this car a week didnt realize mil (check engine) was not coming on when turn key on found it has p0031 code main concern is mil lt not coming on need to get allegheny county emmissions other than burnt out bulb what could cause lt not 2 come on

If the car is running "fine" without the bulb first coming on before starting the car, then I would guess the bulb is out. But I would go to nasioc, subaruforester.org, or other subaru forums and search the forums and then ask for help as I am also unsure. Best regards,
