Why can't cargurus pay help with transaction?

I am selling my car, but Cargurus Pay says it can't help with the transaction.  I do not understand why or how to fix it.  I live in NY state, the car has no liens, and my ID is verified.

If New York is like New Jersey you have to take the title to your local motor vehicle agency when you pay it off for them to remove the lien status from their records. If you don't, DMV will show the vehicle has a lien on it forever or until after you sell the vehicle and the new owner clears the title into their name. Personally I think that's BS. I refuse to do it so if you run the VIN on my 08 Grand Marquis, which has been paid off since 2016, it will still show a lien on the vehicle. As far as I'm concerned that's their problem, not mine!
