Generally the CEL is on and Cruise light flashes because the computer is watching the air/fuel mixture at a ratio that could hurt the catalytic converter. There should be good info on www.subaruforester.org or NASIOC that you can find with those codes.
Just noticed the 100,000 miles. The interval for the timing belt is 105,000 and you may consider having that done and depending on if there is any oil seepage around the head gaskets, having the heads decked and replacing the gaskets. Just a thought. I have an 03 and 04 that both need HG's at some point.
p0171- probably bank o2 sensor, 0244- waste-gate solenoid.
