2001 Subaru Outback starting issues

When I start my car after sitting for a while I
have to hold the key fully turned in start
position for up to 20 seconds before it kicks
in and starts.  Sometimes if I wiggle clutch it
will go and sometimes it doesn't start at all
and have to jump it with other vehicle.. I
checked battery it's good and tested for
parasitic draw... not it... What next?

Upon some reading about bad clutch interlock switch it sounds like what's going on a little. So when I have the key turned and I jiggle the clutch I hear clicking when the clutch engages I don't know if that's helpful information or not
