2003 Volskwagon Beetle Wont start

got a 2003 VW Beetle that i put a new fuel pump. pump wast tested befor put in
so i know it is good. well i put it in and when i plug it in the fuel pump wont run, i
have tested the relay and that is good. not sure what else it good be

If the pump and relay are good, you need to see if you are getting voltage to the pump when the relay is energized.
if i jump the pump i get fuel to the rail and return line. but while jumpping it still wont start
ui just did a compression test and cranked a couple times and got close to 300psi
The issue might be sensors or timing, but it sounds like you need input from one of the Volkswagen Beetle Experts on this forum.
I also just checked for spark. snd no spark. all fuses are good. so now im thinking ignition pack
