I have a 99 vw Passat drove it turned it off 10min later tried to start it and it won't turn over but I have power to windows lights just had fuel filter replaced and its a new battery

It doesn't make any noise when I try to start it but there's power tried to jump
it and still nothing the battery is new 3months old just replaced fuel filter.
Could it be the starter or fuel pump.. There was no warning like sputtering or
running rough it drove fine
