96 c1500 5.7 won't start after collision

My 1996 c1500 5.7 v8 got stolen and it got
into a minor collision. I replaced the spark
plug wires and it's getting power it just won't
turn over and start

It cranks just won't start. Thinking spark problem but what is a passkey 3? I read GM didn't use inertia switches

Passkey 3 is a resistor built into key each key has a different resistance. If igniton was damaged by scrwedriver or slide hammer or is removed from column it will need repaired and a new key coded to match pcm
