I have a 2012 volkswagen passat se. My drivers side front door does not open from the outside in cold weather. Is this a common problem? What do I need to do to resolve this issue?

it opens from the inside right? take the door panel off and see if one of the rods for the door handle has come out

It opens from the outside when the weather is above 25° F. When I open it from the inside, in cold weather, it feels very stiff but doesn't stick.

he has the right idea. Get some lube on that door lock its most likely dry or has moisture in it so its freezing in the lower temps. take it off clean it out lube it up should be as good as new.
