VW CC 2.0 Cooling fans not turning on?

Recently I realized while checking my engine
fluids that one of my radiator fans is not
turning on. This is my first VW and I’m not
entirely sure if this is a normal thing or if this
is something I need to get checked out. I
have been noticing that I have been losing
more coolant lately than usual and curious if
this could be a source of the problem.

When engine is fully warmed...turn on A/C ...does the other fan come on?
