what causes my Crown Vic, '98 to sporadically lose power, and slows down, no matter how hard I step on the gas pedal?

What causes my 1998 Ford Crown Vic to keep losing power, all of a sudden, while traveling on highway? It would, often, then slowly pick up speed again.  But it has happened quite too many times already. I want some opinion before sending it to the mechanics.

I would check the EGR VALVE. I also have a 98 Crown Vic. Had the same problem.
