I am only getting 16 mpg with city driving.

If you're comparing the gas mileage you got during the summer with what you are getting in the winter, it will always be worse. If you live in a state with real winters, your mileage will always be worse.

Thanks for the responses. I did calculate it correctly. Maybe it is the weather because we're having a very cold winter in Pa.
