my citadel has a trailer hitch and is rated for towing 7200 lbs., is the factory
hitch a load leveling hitch?

I doubt the factory hitch is load leveling, if it was it would have come with several other parts. A load leveling hitch has two spring bars that attach on each side of the ball hitch and go back to the trailer. When you put tension on the arms it transfers some of the tongue weight to the front of your tow vehicle. A load leveling set up runs $200 to $300.
