96 acc. lx. Fan does not turn on when motor gets hot. Is it the sensor?, if so what one?

I changed my relay coolant fan sensor and coolant temp switch b sensor put new radiator and bought 2 new fan's and damm car still ovee heats. I notice smokez comes out from the bottom front engine pip???
