None of the 2000 expedition windows operate

I am rep[lacing the radio in my 2000 expedition, eddie3 bauer edition.  I suspect I have a fuse problem because neither the radio nor any of the windows no work.  The manual shows an acc delay relay and a fuse for that relay, but the fuse layout in the owners manual does not appeare to correctlyt ID the fuses.  There is supposed to be a maxi fuse, 30 amp in the circuit, shows as loc "603".  There is no 603, but the one in position 101 is blown, however, swapping it for a good fuse does not work.  The relay and its fuse should be in the under dash panel, but the fuse in pos 14 appears to be the wrong value and is not blown.  Also, I checked the relay with an ohmmeter, it is good, and swapping the indicated relay does not fix it.  Vehicle runs, lights and all work.
