Rivet/ Bolt missing near car wheel

Hello,

I am not sure of the exact word used for this. It is the protection layer which is
above the wheel. I checked it in the manual but could not find the exact term,
but I am attaching a picture to elaborate. One of the bolts from this protection
layer seems to have fallen off or something. What happens now is that
everytime I speed on the highway, the wind makes takes this protective layer
off and this leads to a constant knocking sound,  I was wondering what kind
of bolt I should be looking for.  Thank you very much.
